By pairing full-tuition financial support with dedicated mentorship, academic preparation, and leadership development, YCCOSP surrounds scholars with the resources they need to succeed in college and beyond—building a lasting network of leaders who reinvest in their communities.

More Information About YCCOSP
The goal of YCCOSP is to surround promising students with the support, mentorship, and financial backing needed to thrive in high school, earn a college degree, and launch successful careers. Through the program, accepted scholars are expected to:
- Participate in YCCOSP academic-year programming, mentorship, and summer sessions during their high school years.
- Students must maintain the academic credentials required for admission to York College of Pennsylvania.
- While enrolled at York College, scholars commit to participating in campus leadership and local community-shaping organizations.
YCCOSP partners with select high schools to identify motivated, high-achieving students who face financial barriers to higher education:
- William Penn Senior High School (York City School District) – Open to 10th and 11th graders
- New Oxford High School (Conewago Valley School District) – Open to 11th graders only
YCCOSP was founded in 1989 through the vision and generosity of philanthropist Donald Graham, alongside major founding support from the Graham Companies, the Charles G. Eyster Estate, Kinsley Construction Inc., Shipley Energy Company, Carolyn Eyster Steinhauser, Susquehanna Pfaltzgraff Company, and the Wolf Organization, Inc. Created to eliminate the financial and social impediments standing between talented local youth and a college degree, the program saw its first college graduate 30 years ago and has since built a vibrant network of alumni who serve as civic leaders, professionals, and mentors.
Originally established for students in the School District of the City of York, YCCOSP expanded its footprint through a landmark partnership with the J. William Warehime Foundation and trustees Dave Meckley and Oliver Hoar. This partnership brought the program to New Oxford High School, allowing two additional scholars each year to receive full tuition, room, and board at York College.
Today, YCCOSP is sustained through proceeds from the Mont Z. Shaull Scholarship Fund at the York County Community Foundation, institutional support from York College, student financial aid, and generous private donations.
